How to put Anti Camping rule in cz Server

Hi, while playing on cz server i was following sme guy and I saw that if the player camps at a location there is a camping percentage starts on the screen
I guess if it goes to 100 smething happens

can any 1 tell me how to implement that rule on a server, I would like to do it in my office game

there have some plugins for this kinda effect in CZ server. just google it and do implement. we cant tell you plugin names for our Wrath terms and condition.
